I'm sure this is some kind of a trick question, so, I'll ask this - why are you asking? Like the other anonymous guy said, it is the person selling.
You're correct; it is the person selling, but the selling needs to continue all the way through the product delivery. The "sell" doesn't stop with the application being turned over to the processor. The processor has to be selling, if not, he/she will likely loose the sale.
